The trust developed a Temporary Nurse Register (TNR)/preceptorship scheme to provide new registrants with a place on the TNR until they could find a permanent post.

    What we did and why

    The scheme that has been developed in partnership with the university, started in March 2005 and also ran in September 2006 and March 2007.

    Application process

    The single criteria for people wanting to join the scheme is the inability to find permanent employment in the Trust or the wider NHS. Nurses who are interested in joining the scheme, are invited to the Trust for one day to get more details and to fast track their applications. The nurse is then given a date for their training programme which includes their mandatory training and is initially employed as a Health Care Assistant (HCA), until they get their registration personal identification number.

    Induction/preceptorship

    All participants in the scheme are provided with a two-day induction programme which includes all mandatory training. Their practice experience is supported by a Preceptorship Pack which provides a framework for their learning. The learning is transferable across all settings and has been cross referenced to the Agenda for Change Knowledge and Skills Framework (KSF). The Practice Placement Co-ordinator provides 'long-arm' preceptorship in conjunction with mentors in the practice setting.

    How we did it

    The nurses contact the TNR office on a weekly basis. The work is fairly divided between all participants to ensure everyone receives some shift work and experience in practice, depending on the number of available shifts and the numbers registered on the scheme. Where possible the nurses are provided with continuity of placement location, so that they can be preceptored more effectively. When the shifts are agreed, the TNR office staff ensure that the relevant managers are aware that the nurse attending the shift is newly qualified and requires preceptorship and support.

    The results and next steps

    The scheme has benefited newly qualified registrants by giving them work experience in a variety of specialties, using a structured approach to learning. Although initially perceived as a problematic time for newly qualified nurses who are seeking employment, this scheme has provided a supportive framework to start their careers. Nurses leave the scheme when they have secured employment, which means more work is then available for the remaining TNR/Preceptorship nurses. The nurses have worked many shifts within the Trust, enhancing continuity of care and reducing expenditure on agency staff. Following the scheme, some nurses have opted to stay on the TNR rather than seek a permanent post.

    For trust managers, nurses who have completed the scheme are ready to take up employment as soon as they are interviewed - they are up-to-date with their mandatory training and pre employment checks such as Occupational Health Screening, CRB checks and references.

    The effective implementation of this scheme requires time, staff and finance and it has been achieved through excellent partnership working and support from the University of Bradford. The scheme has enabled new registrants to consolidate their experience, develop their understanding within a preceptorship framework and achieve temporary employment.

    • The scheme enables new practitioners to consolidate their experience and continue to practice within a preceptorship framework. They gain a broad experience which may help their career planning
    • Initially perceived as a problematic time for newly qualified nurses seeking employment, this scheme has now provided a supportive framework to start their careers.
    • The students have a generic preceptorship pack, (cross referenced with the KSF) which is transferable to all practice settings in or outside the Trust.
    • The newly qualified nurses have a sense of belonging and loyalty to the organisation that has provided this scheme for them, which ultimately aids local recruitment.
    • The newly qualified nurses have the opportunity to gain valuable experience in practice settings whilst working on the TNR/Preceptorship Scheme; this may provide them with an advantage when applying for a post in that particular setting, especially when in competition with many others.
