The policy board provides a steer on the direction of travel for both the organisation and policy development. The 27 members comprise a chair and two vice chairs supported by:
Elections are conducted by an independent organisation such as the Electoral Reform Services using a fair and transparent process that is in accordance with the NHS Confederation's policy and in line with best practice. John Rostill - Chair of the Policy Board ![]() John has chaired the policy board since December 2004 and speaks regularly on behalf of employers in the press and at events. His career spans more than 40 years and has included senior positions in personnel and general management. John has been an NHS chief executive since 1990 and was appointed to his current role of chief executive of Worcestershire Acute Hospitals NHS Trust in September 2003. "One of the successes of NHS Employers has been its ability to start changing the way the NHS works. No longer is there the traditional top-down approach where the Department of Health decides what the service is going to do. Now the service determines what it wants to do. A huge change in roles and relationships has occurred because of NHS Employers" Vice chair of the Policy Board ![]() James Birrell, Chief Executive, Aintree Hospitals NHS Foundation Trust Jim was appointed to the policy board in December 2004. Jim is involved in supporting and inputting to the work we carry out around productivity and efficiency. Jim started his career as a qualified accountant and after working in local government he joined the NHS in 1983. He has worked in and around Liverpool as a finance director, as well as 8 years at the North West RHA/Regional Office as director of finance and then performance. Jim has been chief executive at Aintree since 2001. ![]() Vice chair of the Policy Board Daniel Mortimer, Director of Human Resources, Nottingham University Hospitals NHS Trust Danny joined the policy board in November 2006 and chairs the NHS Careers Service Board. He has worked as a HR Director in trusts in Hertfordshire and Sussex and has been HR Director at Nottingham University Hospital since July 2007. His career in NHS HR began in 1993 as a management trainee in North Staffordshire. ![]() Acute trust chief executive representative and Chair of the Policy Board in waiting Simon was appointed to the policy board in December 2004. Simon chairs our Medical Workforce Forum which enables employers to discuss and share knowledge about topical issues that affect the employment and training of doctors in the NHS. Simon has worked in a number of management and leadership posts in the NHS since 1980. After 10 years operational experience in London Simon moved to South Tees Hospitals as director of planning. In 1997 he was appointed chief executive of East Yorkshire Trust and then subsequently CE of York Trust. He was appointed CE of South Tees Hospitals NHS Trust in 2003. Lorene Read, Chief Executive, Weston Area Health NHS Trust Acute trust HR representative ![]() Nicky Ingham, Director of Workforce and Organisational Development, Bolton Hospitals NHS Trust Nicky was appointed to the policy board in November 2005. Nicky is currently working closely with NHS Employers sharing the work at Bolton around continuous improvement using lean thinking. Nicky has worked in the NHS since 1992 in generalist HR roles and as HR director since 2002. Nicky moved to her current role as director of workforce and organisational development at Bolton Hospitals NHS Trust in late 2005. Acute trust HR representative Denise Harnin, Director of Human Resources, The Royal Wolverhampton Hospitals NHS Trust ![]() PCT chief executive representative Mike joined the policy board in December 2004. Mike regularly feeds into the NHS Employers Primary Care Contract team to ensure employer input and accountability to the GMS and PCC agenda. Mike has worked in the NHS for 25 years in roles that include unit general manager and director of a health authority. Mike has been an NHS chief executive since 1995 and was appointed as chief executive of the newly reconfigured Cheshire PCT in August 2006. ![]() PCT chief executive representative Prem was appointed to the policy board in December 2004. Prem is chair of our Healthcare Professions Forum which aims to influence the policy development and implementation of modernising nursing careers and other healthcare profession workforce changes. Prem took up his current post as chief executive of Central & Greater Derby PCTs (now Derby City PCT) in January 2004. Prem has worked in health and social services for 31 years in total. He began his career in nursing - both general and psychiatric nursing. He has operated at executive/board level for over 16 years and has been a chief executive for well over 5 years. Prem has particular interests in human resources, leadership development and in equality and diversity issues. ![]() PCT HR representative Tina was appointed to the policy board in December 2004. Tina is a member of the NHS Employers' Equality and Diversity reference group. Tina has 17 years of experience working within HR including working in Local Authorities and the NHS. Tina has worked in social services, education and corporate services as well as a large acute NHS hospital. Tina was director of HR at West Hull PCT from 2003 and was appointed in November 2006 as Director of HR and organisational learning for the new Hull PCT. PCT HR representative Chris Stocks, Head of Human Resources, Sheffield PCT ![]() Senior mental health representative Sandy joined the policy board in October 2007. Sandy is currently Chief Executive of Coventry & Warwickshire Partnership Trust, a specialist mental health, learning disabilities and substance misuse provider for a population of 900,00 and with an income of £137 million and employing 3,200 staff. He commenced his career in the NHS in 1965 as a nurse and has held various clinical and managerial posts in Scotland, West Midlands, County Durham and North Yorkshire. Sandy was appointed as Unit General Manager to Bradford Priority Services Trust in 1991 taking the unit forward as a 2nd wave Trust in 1992. He was Dorset Community Trust Chief Executive from 1997 to 1998 then joining the newly merged County Durham and Darlington Priority Services Trust in 1998. He was a council member and trustee of the NHS Confederation and chaired the NHS Confederation's mental health policy committee for a number of years. ![]() Senior mental health representative David was appointed to the policy board in October 2007. David was appointed as Director of Nursing and Integrated Governance in 2002 and was formerly a Clinical Director in Oldham. He has held several general management posts over a period of 20 years. David is a qualified nurse and has played a leading part in redesigning nursing and medical roles within mental health services. He led the work to introduce an efficient system of employing locum psychiatrists and other temporary staff. He is currently leading a project to introduce changes into In-Patient areas. ![]() Care trust senior executive representative Sandra rejoined the policy board in October 2007 as our Care Trust representative. Sandra has worked in the NHS for over 20 years in a variety of Human Resources, Corporate and Organisation Development roles. She joined Bradford District Care Trust in May 2007 as Director of Human Resources after five years in Bradford City Teaching Primary Care Trust as Director of Corporate Development. ![]() Ambulance trust senior executive representative ![]() Chair/NED representative Richard was appointed to the policy board in October 2007. He is also chair of NHS Employers' European forum. Richard was appointed as Chair of Essex Rivers Healthcare NHS Trust in December 2005. He is also Chair of Essex Shared Services Agency which is a hosted NHS provider of Finance and IT services. He was previously the Chair of Essex Ambulance Service for nearly two years. Richard works as a management consultant working for trade unions, local authorities and health trusts. He still does occasional projects and is an accredited Gateway Reviewer. He is former Head of Strategy at Royal London Group having previously been Programme Director for their 5 year transformation programme. Richard is a member of Essex County Council. He has been a Director of a small family business for 20 years and was a Senior Trade Union Representative for over 20 years. ![]() Chair/NED representative Gerald joined the policy board in February 2008. Gerald is Managing Partner of The Focus Group, business and management consultants. He has wide experience of the public sector. A former Cambridge City and Cambridgeshire County Councillor, he joined Cambridge Health Authority as a Board Member in the early 1980s. Over the past 25 years, he has acted in a professional capacity for a number of health and local government organisations and government departments in areas such as strategy and policy review, communications, feasibility & modelling, human resources, performance management and public consultation. Hugo is a member of the NHS Employers Non Consultant Career Grade negotiating team feeding employers views into current negotiations. He is also a member of NHS Employers' Medical Workforce Forum. Hugo was a consultant geriatrician before moving into medical management in 1991. Hugo has since taken on a number of strategic and development roles including director of commissioning at Leeds Health Authority. Hugo was appointed to the post of executive medical director of the Leeds Teaching Hospitals NHS Trust in 1998. PCT medical director representative Dr Maureen Swanson, Medical Director, Western Cheshire PCT AHP/HCS Senior representative SHA workforce lead representative ![]() Anne was appointed to the policy board in November 2006. Anne has worked in health for over twenty years both in general management and in human resources roles. She first became an HR director in the NHS in 1995 holding a number of board level positions in London. Anne joined the Department of Health in 2001 holding various roles, including director of human resources. In December 2006 Anne was appointed as director of people and organisation development in NHS London. Anne is member of the SHA board with responsibility contributing to the corporate management and strategic direction of the London health and social care economy and is specifically responsible for the development of London-wide workforce strategy, leadership and organisation development and education commissioning. Anne has a masters degree in strategic HR and a doctor of business administration which focused on culture and culture change in the NHS. She is a regular public speaker on strategic HR and change and is a member of the national social partnership forum. SHA chief executive representative This post is vacant.
