Press release: NHS Employers response to Sir John Tooke's Inquiry into MMC

08 Oct 2007

Sian Thomas, deputy director of NHS Employers, which represents NHS organisations on workforce issues, said:

"We warmly welcome Sir John Tooke's report on MMC and the promise it brings of a solution to the problems that we have faced with the recruitment round this year and some of the broader issues around future policy and implementation of MMC.

It is encouraging that, despite the difficulties experienced by doctors and employers over the last 12 months, the lessons learnt have been taken on board in Sir John's proposals.

His conclusions reflect those of employers in the NHS on the changes necessary to make the MMC process work.  We have expressed similar views in our written and oral evidence to Sir John and in a position paper on the future of the medical workforce we'll be publishing tomorrow.

In particular we welcome his suggestions of greater flexibility in training which we believe is vital to enable doctors to move between training, research, academia and service roles.  He also highlights the importance of employers' role in the commissioning and scrutiny of medical workforce planning at national and local level.

We will be responding on behalf of employers to all 45 of Sir John Tooke's recommendations and, with employers, will discuss the inquiry's findings with Martin Marshall, the Deputy Chief Medical Officer at our annual conference this week."

On the Department of Health's arrangements for Specialty Training recruitment for 2008:

"We welcome the publication of arrangements for 2008 recruitment which reflects the views of employers on how the process should be implemented.  We now need to focus our attention on the next recruitment round to ensure we can get doctors into posts as quickly and efficiently as possible."

On the Department of Health's consultation on International Medical Graduates:

"We now need to urgently address the issue of applicants from outside the European Economic Area.  We will be representing the views of employers to the consultation over the next two weeks."
