NHS Employers response to the publication of the Doctors and Dentists Review Body report

Danny Mortimer, Chief Executive of NHS Employers said: 

“Patients and employers want the delivery of the same high quality of care across the entire week and we welcome today’s report from DDRB as a key step towards achieving our ambition for seven-day services across the NHS.  

“To afford and sustain seven-day services, employers need to overcome the current obstacles that exist and, as our evidence demonstrated, we firmly believe that the removal of the contractual opt-out for non-emergency work undertaken at weekends and evenings is crucial to improving the quality of patient care.

“We are also keen to progress with reform of the junior doctor contract to ensure that it is safe, fair, affordable and flexible enough to meet the needs of patients. Both we and the BMA have been pressing for reform for several years and a new contract is urgently needed.

“Today’s report sets a clear direction for reform which is good news for patients and we now need to work together with our medical colleagues and their trade union, the BMA, to implement the changes the Secretary of State has endorsed.”

Jag Ahluwalia, Medical Director at Cambridge University Hospitals NHS Foundation Trust and member of the management side teams that led the negotiations on contract reform with the BMA said:

“We welcome the Doctors and Dentists Review Body report and the opportunity and direction it now provides to resolve this long standing situation by refocusing the contractual relationship, with our doctors, to better reflect changing patterns of patient care and importantly to professionalise further the contractual basis between doctors and employers.”

Ann MacIntyre, Director of Workforce at Guy’s and St Thomas’ NHS Foundation Trust and chair of the management side team that led the negotiations on consultant contract reform with the BMA said:

“The Doctors and Dentists Review Body observations support our view that there is a compelling case to change the national contract for consultants, to ensure that this is better aligned with the needs of patients and the NHS. As a next step we want to talk to the BMA to determine if there is scope to work together to finalise and implement the necessary contractual changes that will benefit patients, are fair to staff and also ensures that we reward doctors who are undertaking the most onerous working patterns appropriately.”

“We welcome the observations of the NHS Pay Review Body in today’s report.  Patients and employers want to see improved and better seven-day services, and employers have consistently told us that the national pay and conditions of service for all NHS staff, need to continue to adapt in order to make them affordable and sustainable.

“In order to support the move to delivery of more services over seven days, as well as other ambitions for a better NHS, employers want to review conditions of service to give them greater scope to address their local patient care and affordability challenges.

“We will continue to speak with our trade union colleagues, to ensure we continue to work in partnership to progress pay and contract reforms. Although we recognise that the recent announcement from the Government of continued public sector pay restraint is likely to make talks more difficult, we hope trade unions will continue working with us in partnership to achieve the reforms necessary to improve patient care across the NHS.”
