ESR - Response to the Francis Report

The NHS ESR team undertook a review of the 290 Francis recommendations with a view to explore how ESR can support the NHS to address the specific workforce related recommendations.

This report highlights a number of opportunities where ESR can play an active part in helping NHS organisations address some of the recommendations from the Francis Report. It has been produced with the intention of being a reference tool for NHS organisations when producing local workforce management plans, I would therefore encourage you to read the report and see how it can support your organisation.

The report

The report summarises the relevant Francis recommendations and highlights how ESR functionality can help support Senior Executives, HR Directors and Trust Boards when considering how to make the wide ranging cultural change called for in the Francis report.

ESR's range of workforce functionality should be considered by all NHS Organisations in supporting a number of the changes highlighted by Francis. These include:

  • Oracle Learning Management (OLM) and Talent Management
  • Absence Monitoring
  • Establishment Control
  • Appraisals
  • ESR Business Intelligence / Reporting
  • Self Service
  • Recruitment and HR.

Whilst it is acknowledged that ESR alone can not address any single recommendation but it can be used to complement and enable a programme of activities to better understand, manage and support the NHS' workforce.
