Fit and Proper Persons Test

The Government’s response to the Francis inquiry included a number of new measures aimed at improving openness and transparency and setting minimum standards of care.

The Department of Health and Care Quality Commission are developing the detail of these measures and have been engaging with stakeholders to assess their impact.

The Government has announced the introduction of a new ‘fit and proper persons’ test for board-level appointments. This will apply to all providers and NHS England are looking at developing a parallel arrangement for CCGs.

The Department of Health ran a consultation on the fit and proper persons' test which ended on 25th April 2014.

The NHS Confederation and NHS Employers have submitted a joint response to the consultation on the fit and proper persons' test on behalf of employers. This response can be viewed here. For more information visit the NHS Confederation website.
