As part of the ongoing communications and engagement activity relating to the project, the NHS Electronic Staff Record (ESR) team have previously advised NHS stakeholders that McKesson, the incumbent ESR service provider, has confirmed its intent to sell its UK operation. Whilst this remains an ongoing process for the part of its business that delivers ESR, you may have become aware that McKesson has decided it is no longer appropriate for it to bid for the new ESR contract.
The pre-qualifying questionnaire (PQQ) stage completed in March 2014 and, following a period of evaluation, six bidders were invited by the Department of Health (DH) to enter in to the pre-invitation to negotiate (PITN) stage. The PITN stage completed in June 2014 and, following a period of evaluation (with the evaluation panel including user representatives from both England and Wales), three bidders (IBM, Steria and CSC) were invited by the DH to enter the invitation to negotiate (ITN) stage, commencing July 2014.
DH remains confident of being able to select a successful delivery partner to run and improve the ESR solution and service.
The ITN stage will conclude late Summer 2014 and following evaluation the DH will select the preferred bidder.
The latest re-procurement FAQs are available on the ESR website.
