Use of approved frameworks extended to all staff

From 1 April 2016 the rules for procurement of agency staff through Monitor and the Trust Development Authority (TDA) approved frameworks will be extended to all NHS staff. 

Framework operators will need to seek approval for each of their framework agreements that provide agency staff to NHS trusts and foundation trusts. Approved frameworks will be announced during the week beginning 14 March 2016. 

The extension will also apply to ambulance trusts, with further plans to introduce price caps for ambulance staff on 1 July 2016. 

A document that consolidates the guidance around the agency rules will be published shortly. 

Guidance for framework operators is available which sets out the measures organisations need to put in place, now and in the future, to secure approval from Monitor and the TDA.

The new frameworks are designed to extend compliance with the price cap rules published on 23 November 2015, as part of an effort to reduce agency costs and help ease the financial pressure facing the NHS.
