Doctors' and Dentists' Review Body evidence
NHS Employers has submitted supplementary evidence to the Doctors' and Dentists' Review Body (DDRB) recommending an overall gross uplift of up to 1.5 per cent be applied to General Medical Services (GMS) contract payments for 2009/10. We believe this will result in broadly a 2 per cent increase in average General Medical Practitioners' net pay in 2009/10. This is based on the available evidence and, in particular, on the views of primary care trusts.

Non-cash benefits during maternity and adoption leave
Recent changes to the Sex Discrimination Act have implications for salary sacrifice schemes, including the provision of childcare vouchers. Employees are now entitled to receive all of their contractual terms and conditions, except for wages and salary, throughout the entire period of maternity, paternity or adoption leave.

Proposals for developing the Quality and Outcomes Framework
The Department of Health (DH) last week published its proposals for developing the Quality and Outcomes Framework (QOF) for general practice. NHS Employers welcomes the proposals. From April 2009 it is proposed that NICE will take forward the QOF indicators evidence-gathering process to inform negotiations between ourselves and the General Practitioners Committee (GPC). We will continue to lead on negotiations with the GPC to decide which indicators should be applied nationally and what the value of those indicators should be.

NHS Employers has made a submission to the NHS Pay Review Body recommending that the multi-year settlement for Agenda for Change staff groups agreed earlier this year should continue and the settlement previously reached for 2009/10 and 2010/11 should be maintained. The submission reflects the views of employers and argues that the settlement, which was agreed by health unions representing the majority of NHS staff, strikes the right balance between fairness for staff and fairness for the taxpayer, while being affordable to the service.
