The pay arrangements for very senior managers in the NHS are set out in the Very senior managers' pay framework, last published by the Department of Health in July 2007. Very senior managers (VSMs) means chief executives, executive directors (except medical directors and directors of public health) and others with Board level responsibility who report directly to the chief executive in strategic and special health authorities, primary care trusts and ambulance trusts. NHS trusts (acute and mental health, including foundation trusts) are not covered by the VSM pay scales. The Department of Health has commissioned Alan Wright, the former director of the Office of Manpower Economics, to carry out an independent evaluation of the pay framework for very senior managers (VSMs) in the NHS. NHS Employers is providing administrative and analytical support for the evaluation. Interviews are being carried out with a number of chairs and VSMs in organisations covered by the framework (SHAs, PCTs, special health authorities and ambulance trusts) together with other stakeholders.
