NHS Pay Review Body will not re-open pay agreement for 2009/1017 December 2008 The NHS Pay Review Body (NHS PRB) has decided not to re-open the three-year pay agreement for 2009/10. As a result, the pay uplift for Agenda for Change staff groups, which was agreed earlier this year, will be implemented from April 2009. Gill Bellord, director of pay, pensions and employment relations at NHS Employers, said: 'We are pleased with the NHS Pay Review Body's decision not to re-open the three-year pay agreement. NHS organisations are committed to this pay deal and we believe that this is a sensible outcome". In addition, the NHS PRB has concluded that there is insufficient evidence to support national recruitment and retention premiums for midwives or building craft workers. The NHS PRB will be reporting on issues arising from its 23rd report early in 2009. UNITE to hold 'work to rule' action dayNovember 2008 As a result of a ballot which closed on 12 November 2008, members of UNITE's health sector will take part in a day of work-to-rule action on 3 December 2008. The action will include a ban on non-essential paperwork, email exchanges, attendance at meetings, telephone calls and using personal mobiles. Members will be asked to work to their Agenda for Change pay responsibilities. There may be the possibility of further action in January if no concessions are made to the three year arrangement, which was agreed by health unions representing the majority of NHS staff. The three year arrangement includes a review provision and all national parties had the opportunity to make representations to the independent pay review body on this last month. NHS Employers submits evidence to the Doctors and Dentists Review Body17 November 2008 NHS Employers has submitted supplementary evidence to the Doctors and Dentists Review Body (DDRB) recommending an overall gross uplift of up to 1.5% be applied to General Medical Services (GMS) contract payments for 2009/10. This is based on the available evidence and in particular on the views of Primary Care Trusts (PCTs). NHS Employers believes that an uplift of 1.5% to the gross GMS contract value will result in broadly a 2% increase in average General Medical Practitioners (GMPs) net pay in 2009/10. Senior salaries pay review - evidence published29 October 2008 Pending an independent evaluation of the pay framework for very senior managers (VSMs), NHS Employers has asked the Senior Salaries Review Body to recommend a two per cent pay award for VSMs, in line with the proposed uplift for medical and dental staff. NHS Employers recommend that the multi-year settlement is not reopened29 October 2008 NHS Employers has made a submission to the NHS Pay Review Body (NHS PRB) recommending that the multi-year settlement for Agenda for Change staff groups should continue in line with the agreement for 2009/10 and 2010/11. The submission reflects the views of employers and argues that the settlement, which was agreed by health unions representing the majority of NHS staff, strikes the right balance between fairness for staff and fairness for the taxpayer, while being affordable to the service. UNITE to hold industrial action ballot24 October 2008 We understand that UNITE trade union has written to all NHS organisations to notify them that they will be balloting their members on possible industrial action. This is in a protest against the multi-year pay settlement for Agenda for Change staff groups. The union will be asking its membership whether they are willing to take action, including strike action, the ballot starts on 28 October and closes on 12 November. UNITE has no obligation to disclose the names of those who would be called out. We will let employers know of further any national developments. The three year pay settlement includes a review provision, which allows the NHS Pay Review Body (NHSPRB) to consider whether or not there is evidence of a significant changes in recruitment and retention and wider economic and labour market conditions, that would justify them to request a remit from the Government to review the pay increases set out for 2009 and 2010. NHS Employers, the Health Departments and trade unions will be making submissions to the review body at the end of October. Evidence submitted to doctors and dentists review bodySeptember 2008 NHS Employers has submitted evidence based on employers' views to the Doctors' and Dentists' Pay Review Body (DDRB) recommending that the pay uplift in 2209/10 is limited to 2 per cent for doctors and dentists employed in the NHS.
