New DES guidance published - GMS contract 2008/093 September 2008 NHS Employers and the GPC have published joint guidance on the five new clinical directed enhanced services (DES) for the General Medical Services (GMS) contract 2008/09 that cover heart failure, alcohol, learning disabilities, osteoporosis and ethnicity. The guidance aims to support PCT discussions with GP practices before the Department of Health (DH) publishes the legal documentation for implementation. The DH has also published details for the agreed inflationary uplift and the Access DES for 2008/09. Interim Seniority Factor17 July 2008 NHS Employers, the GPC and the Department of Health have now agreed that the interim seniority figure for 2008/09 is £105,524. This will be used by NHS payment agencies to make Seniority Payments from September 2008. Changes to the Quality and Outcomes Framework (QOF)The 'Quality and Outcomes Framework guidance for GMS Contract 2008/09' has been published and replaces 'Annex 1: Quality and Outcomes Framework guidance in Revisions to the GMS Contract 2006/07'. This follows changes that have been agreed between NHS Employers and the General Practitioners Committee of the BMA. The changes include the recycling of 58.5 points to incentivise access (48 hour and advanced booking) based on patient satisfaction as measured by a new national patient survey. There are also a number of indicator changes to reflect latest clinical evidence and some changes to the financial and accounting arrangements underpinning the QOF. Pay uplift 2008/09 - BMA response21 April 2008 The BMA is challenging the Doctors' and Dentists' Review Body's (DDRB) recommendations to change the Minimum Practice Income Guarantee (MPIG) and the correction factor. Whatever happens with this challenge, the award recommended by the DDRB would not be applied to the GMS contract until changes have been made to the Statement of Financial Entitlements (SFE), following consultation with the GPC.
