Key issues
Independent Safeguarding Authority - the new Vetting and Barring Scheme
From winter 2008 (subject to parliamentary approval), the Independent Safeguarding Authority (ISA) will take over responsibility from the Secretary of State for making barring decisions on new referrals under List 99, PoCA, and PoVA. This change forms part of the transitional arrangements ahead of the launch of the new Vetting and Barring Scheme (VBS) in October 2009.

Shortage occupation list recommendations
The Migration Advisory Committee (MAC) has produced a list of recommended shortage occupations which will now be considered by the Home Office. The approved list will be published at the end of November 2008. Until then, employers should use the current list, published in July 2008.

Home Office - identity cards for foreign nationals
The Home Office has announced that it will begin issuing identity cards for foreign nationals from 25 November 2008. The cards will be issued to non-EEA nationals who are granted further leave to remain under the student and marriage/civil partnership categories of the new points-based immigration system.
