NHS Employers is responsible for promotion, advice and guidance on international recruitment (IR).

International recruitment has made a valuable contribution to workplace expansion in the NHS over recent years. Given the current increased availability of qualified healthcare professionals in the UK resident labour market, NHS organisations are now less reliant on overseas recruits and as such are unlikely to use IR to fill vacancies.

This change in the resident labour market has also been recognised by the Home Office which has introduced recent changes to the immigration rules.

NHS Jobs facilitates the majority of recruitment from overseas. The service now includes features that enable employers to screen out inappropriate applicants and ask additional questions to automatically identify the most suitable candidates from the applications received.

Points-based immigration system
The new points-based system for assessing immigration applications for the UK was launched on Friday 29 February 2008 and will be phased in throughout 2008 and early 2009. It changes the way individuals from outside the EU and European Economic Area (EEA) can work, train or study in the UK.

UK shortage occupations review
The UK Border Agency revised the National Shortage Occupation List on 18 March 2008. As part of the new immigration strategy it will be replacing this current list in autumn 2008 and NHS Employers has submitted evidence for this based on employer feedback.

Why use international recruitment?
International recruitment is an option mainly used by employers trying to fill vacancies in certain geographical areas or professions/specialties with recognised shortages. It is a significant part of the drive to expand the NHS workforce.

Code of Practice
The Department of Health's Code of Practice for NHS employers involved in the international recruitment of healthcare professionals was first published in October 2001 and was revised in December 2004. The Scottish Executive has introduced a similar code for Scottish healthcare employers in March 2006.

Specific guidance
In addition to the general guidance, NHS Employers has provided additional guidance to help specifically with the main staff groups involved: doctors, GPs, nurses, dentists, allied health professionals and consultants.

Current immigration rules
The Department of Health has announced changes to the immigration rules for postgraduate doctors and dentists and Band 5 & 6 nurses.

International recruitment programme
NHS Employers has assumed responsibility from the Department of Health for providing advice and guidance to trusts on the various international recruitment programmes available.

Induction programmes
NHS Employers has developed induction programmes and collected examples of other organisations' programmes to be shared across the NHS.
