Any significant success in reducing agency costs will require the engagement and co-operation of existing and substantive staff. This could be through a change to their work practice or a need for them to adhere to more rigorous controls.

As with any change process, ensure you effectively communicate policies and working practices to your staff. Use groups such as Social Partnership Forums and JNCC to explore where processes could be further improved.
