Medical Education England (MEE), the predecessor of Health Education England, carried out a formal evaluation of the foundation programme in 2010, chaired by Professor John Collins.

The report, published in November 2010, contained over 30 recommendations on how to improve the training experience for newly qualified doctors entering the two-year foundation programme.

NHS Employers was pleased that the report acknowledged the hard work being done by employers and their staff to ensure safe patient care and the best education and training of the UK’s medical workforce. We supported the report’s emphasis on building on the foundation programme’s success, rather than on any revolutionary change.

The recommendations are being taken forward by Health Education England's Better Training Better Care programme of work.
