About the Doctors' and Dentists' Review Body

The independent review body on doctors' and dentists' remuneration (DDRB) makes recommendations to the government on pay awards for medical and dental staff. NHS Employers submits evidence to the DDRB, based on information collected from our policy board and our regular meetings with NHS medical and HR directors. Final decisions on pay awards are made by the government. 

2019/20 evidence

We have now published our 2019/20 written evidence to the DDRB . This is based on feedback collected from employers during an extensive period of engagement. It covers contract reform for doctors in training and consultants, and addresses the DDRB's request for us to consider targeting pay.

Key messages

  • Workforce shortages is the biggest challenge the NHS faces.
  • We continue to experience one of the most financially challenging periods for the health and social care systems in the UK.
  • If we are to develop a sustainable workforce with the right skills, long-term workforce planning and talent management must be a priority. This planning will take place on a large scale to better plan and develop the talent in the system.
  • Transformation of NHS services will require NHS organisations to increasingly operate at a system level and work more closely with other public services.
  • The NHS can only succeed if it is given sufficient resources and, just as importantly, if it is able to transform the way services are delivered. This transformation also relies on investment in other public services, particularly social care.
  • In our view there is no evidence that there is a sufficiently well-developed evidence base to justify targeting pay within the limits of the current pay envelope. 74 per cent of those employers who responded to our survey said that they preferred a flat-rate increase for all staff.

Following the 47th report of the Review Body on Doctors and Dentists Remuneration (DDRB), the government has announced pay rises for doctors and dentists working in the NHS for the year 2019/20.
