Cheryl Samuels is a multi award winning HR leader and recognised changemaker in the NHS.

Named among the HSJ Top 50 Black, Asian and Minority Ethnic Influential Leaders in Healthcare (2022 & 2024), entered the Bravery in the Boardroom Hall of Fame in 2025 and in HR Magazine’s Most Influential List 2022, Cheryl is the co-founder of #InclusiveHR, a national social movement tackling racial inequity within the HR and OD profession.

With over 20 years of experience and Fellow status from the CIPD, Cheryl has held senior roles across the NHS, including national and regional leadership at NHS England. She is a well respected fellow of the CIPD and has provided authentic insights into HR practice, management and leadership and culture in many CIPD events over the years. She brings a proven track record in leading culture change, workforce transformation and inclusive people practice across acute, mental health and primary care settings.

She currently serves as People & Culture Director at Evelina, part of Guy’s and St Thomas’ NHS Foundation Trust, and holds strategic positions as President of NAMPS (National Association of Medical People Specialists) and Board Member of HPMA London. A thought leader, regular commentator in the HR press and public speaker, Cheryl is passionate about embedding justice, compassion and innovation into the heart of NHS workforce culture and leadership practices.
