Sam Owen

Sam joined NHS Employers in October 2022 as assistant director for the South in the National Engagement Service.  

In January 2026, she became assistant director within the Workforce Solutions directorate, where she provides strategic oversight for all our additional income-generating programmes of work. 

Prior to working at NHS Employers, she held senior HR and learning and development roles in the private sector and Further Education.  

Sam has an MSC in Human Resources Management, an MA in Education and completed her ILM Level 7 in Strategic Leadership & Management.  

She is currently completing the ILM Level 7 for executive and senior-level coaches and mentors.
