Consultation published on reforms of zero hour contracts

Find out more about the government’s latest consultation following the Employment Rights Act.

The government has launched a consultation on reforms relating to zero hours and similar contracts, to implement measures in the Employment Rights Act 2025 to end one-sided flexibility.

Those measures will ensure all jobs provide a baseline level of security and predictability, ending exploitative zero hours contracts.

The consultation is seeking views on proposals, which would give employees the right to:

  • guaranteed hours, where the number of hours offered reflects the hours worked by a qualifying worker during a reference period
  • reasonable notice of shifts and changes to these
  • payment for shifts cancelled, curtailed or moved at short notice.

Full details of the consultation can be viewed on GOV.UK. The closing date is 25 August 2026. NHS Employers will be engaging with organisations to formulate and submit a collective response.
