New SAS eligibility and permanency framework published

A new SAS eligibility and permanency framework has been developed for locally employed doctors to support them to advance their careers.

A new SAS eligibility and permanency framework (SAS EPF) has been developed to support locally employed doctors (LEDs) to transition into permanent SAS roles where they are undertaking comparable work.

Developed as part of the 2024 SAS pay agreement, the framework provides a clear, consistent process for recognising doctors working at SAS level and supporting career progression.

What the framework means for employers

Employers will need to identify doctors who:

  • have 24 months continuous service with the same organisation
  • are working in a role comparable to the duties, responsibilities and level of a SAS doctor
  • meet the required qualifications, training and competency criteria.

Key dates

An initial choice window will run from 1 September 2026 to March 2027, during which employers must notify eligible doctors and consider applications.

Employers should begin preparing by reviewing their LED workforce, identifying potentially eligible staff and putting processes in place to support implementation.

Joint statement from NHS Employers and the BMA

NHS Employers and the British Medical Association (BMA) alongside key stakeholders have jointly developed the framework and emphasised their shared commitment.

“NHS Employers, the British Medical Association (BMA) and key stakeholders have worked in partnership to develop the SAS Eligibility and Permanency Framework as one of the commitments arising from the SAS pay agreement, reached in 2024.

This framework reflects a shared intention to provide greater clarity, consistency and fairness for locally employed doctors (LEDs) who are undertaking work comparable to SAS roles and to support employers and doctors to navigate this process transparently and collaboratively at local level.

It is grounded in the principle that doctors who are contributing at SAS level should be able to access appropriate recognition, job security and career progression where eligibility criteria are met.

The framework has been developed through constructive joint working, informed by the experience of SAS doctors, LEDs, employers and system partners.

This work demonstrates a shared commitment to improving the working lives of SAS doctors and LEDs, strengthening workforce sustainability and supporting high quality patient care.”
