NHS College of Leadership and Management launched

NHS England has launched the NHS College of Leadership and Management alongside a new Leadership and Management Framework for all NHS leaders.

Publication date: 9 July 2026

NHS England launched the NHS College of Leadership and Management, alongside a new NHS Leadership and Management Framework. Both are designed to support NHS leaders and managers at every level to develop their skills and strengthen their practice.

The college builds on the foundations established through the NHS Leadership Academy, professional bodies and existing leadership communities. It is designed to help strengthen professional identity, support learning and career development, improve talent management and provide a recognised quality mark for leadership and management excellence.

Steve McManus has joined the college as interim chief executive. He joins after a decade as chief executive of Royal Berkshire NHS Foundation Trust.

NHS Leadership and Management Framework

The new NHS Leadership and Management Framework sets clear expectations for all NHS leaders and managers, including line managers. It includes a code of practice and leadership and management standards across every setting, profession and level of responsibility.

The framework provides a shared language for development, career progression and professional expectations. It has been shaped by NHS managers, leaders and patient representatives, with support from NHS England, the Chartered Management Institute, the Faculty of Medical Leadership and Management, and the Florence Nightingale Foundation, and tested by more than 150 organisations.

The framework and self-assessment tool are now available to use. Organisations are asked to embed the framework within development, appraisal and recruitment processes during 2026/27.

NHS Staff Standards

The NHS Leadership and Management Framework supports delivery of the NHS Staff Standards. The line management standard is directly underpinned by the framework, and organisations should use it as part of their local assurance of management quality and staff experience.

To support employers in implementing the NHS Staff Standards, we have developed a hub of practical guidance, tools and resources to help you implement the six standards.
