NHS Employers' evidence to DDRB 2027/28
We welcome the opportunity to submit our evidence to the Doctors’ and Dentists’ Pay Review Body (DDRB) on behalf of NHS employing organisations in England and have published our 2027/28 written evidence. We recognise the significant role the DDRB plays in providing an expert perspective and an impartial view on remuneration and broader concerns related to the employment of doctors and dentists.
Through our ongoing process of actively engaging with a wide range of NHS organisations, we have collated our findings to understand and present their priorities.
Our submission includes:
- information on workforce planning and transformation to support delivery of the NHS 10 Year Health Plan, including workforce supply, digital transformation and financial pressures.
- an update on industrial relations, including resident doctor industrial action, implementation of the 2026 resident doctor deal, and consultant and SAS disputes.
- information on the implementation and impact of contractual reforms and pay agreements for doctors and dentists in training, SAS doctors, consultants and locally employed doctors (LEDs).
- information on the operational pressures facing medical staffing, HR, payroll and wider workforce support services, including the impact of workforce transformation and increasing levels of flexible working.
- information on developments and priorities within the NHS Pension Scheme, including scheme administration, membership trends, flexible retirement and pension reform.
DDRB
The DDRB makes recommendations to the government on pay awards for medical and dental staff. NHS Employers submits evidence to the DDRB, based on information collected from our engagement activities with employers in England. Final decisions on pay awards are made by the government.
