Homeworking and agile/hybrid working in the NHS

Read this joint statement from the NHS Staff Council on homeworking and agile/hybrid working in the NHS, which comes into force on the 2 October 2023.

The NHS Staff Council, on behalf of NHS trade unions and employers, have agreed to incorporate a home and agile/hybrid working framework into the NHS Terms and Conditions of Service (NHS TCS) Handbook (Section 35).

The framework supports the NHS People Promise and builds on the NHS Long Term Workforce Plan and recognises the differing needs of the NHS workforce. Key features of the framework includes:

  • it has clear definitions and guidance from which to create and/or update local policies
  • it includes contractual considerations
  • it is designed to enable managers to be explorative in reaching mutually workable outcomes.

These changes to the NHS TCS handbook will go live from Monday 2 October 2023.

The NHS Staff Council is also working on producing a suite of additional guidance to support the implementation of section 35.
