Fuller Inquiry phase two report published

The government has published the concluding report from the independent Fuller Inquiry, which addresses whether procedures and practices in hospitals and other settings safeguard the security and dignity of deceased people.
The inquiry was established in 2021 to investigate how David Fuller, a maintenance worker, was able to carry out inappropriate and unlawful actions in the mortuaries on the premises of an NHS hospital, and why they apparently went unnoticed for so long.
A total of 75 recommendations have been made in the report, some of which specifically apply to NHS hospitals. The recommendations relate to safeguarding and governance policies, statutory regulation and the need for higher level access and security systems.

The government has stated that it will issue a final response to the report by the summer of 2026. We will keep employers informed of any further updates.
