NHS terms and conditions of service (Agenda for Change)

Hospital and emergency staff

The NHS terms and conditions of service (Agenda for Change) applies to all non-medical NHS staff. The NHS terms and conditions of service (NHS TCS) do not apply to doctors, dentists, and those employed on Very Senior Managers contracts (VSM).

The NHS Terms and Conditions of Service Handbook sets out all contractual and pay provisions. Each individual section of the handbook can be accessed and downloaded through our web section.

The NHS Job Evaluation scheme underpins the NHS TCS. The Job Evaluation Handbook explains the scheme and processes to support equal pay for work of equal value. For more information on job evaluation and equal pay visit our webpages.

The NHS TCS should be read in the context of the wider reward package. Visit our Reward web section for more information, including a suite of tools and resources to support organisations in their approach to reward and communications.
